Lakes Region Comprehensive Planning Initiative

The Greater Portland Council of Governments (GPCOG) is engaged in facilitating the development of a Regional Comprehensive Plan for the communities around the Sebago Lake watershed region and along the Route 302 Corridor. These communities include: Bridgton, Casco, Frye Island, Naples, Raymond, Standish and Windham.

The concept underlying the initiative is development of a regional plan that is found consistent with the State's Growth Management Act providing the possibility for communities to develop local comprehensive plans that only need to prove consistency with the regional plan. Additionally, the regional plan will seek to incorporate GPCOG's Seven Sustainability Principles with a focus on the integration of transportation, land use planning and economic development.

The plan is proposed to evolve over three phases with decision points during the process allowing communities to renew their commitment at the onset of each new phase. There is no direct financial contribution required of participating municipalities in the development of the regional plan.

Supporting the initiative is an agreement between GPCOG and the State Planning Office (SPO) to establish a working framework for guiding a regional planning process. Funding for the first phase of the initiative has come from both the SPO and the Maine Department of Transportation (MDOT) in coordination with MDOT's multi-modal corridor management planning program.
