Policy Board
The Policy Board is the policy making body of the Portland Area Comprehensive Transportation System (PACTS), and as such, adopts the annual budget and work program, and more.

Executive Board
The Executive Committee meets with Portland Area Comprehensive Transportation System (PACTS) staff to organize Policy Committee meetings and to coordinate the work of the PACTS committees.

Regional Transportation Advisory Committee
The Regional Transportation Advisory Committee advises the Executive Committee on any and all matters for which the Policy Committee seeks its advice.

Collector Paving Working Group
The Collector Paving Working Group is an ad hoc advisory group to the PACTS Policy Committee. The Collector Paving Working Group is charged with making recommendations about collector pavement management to the PACTS Policy Committee.

Regional Traffic Management System Subcommittee
The Regional Traffic Management System (RTMS) Subcommittee meets regularly to coordinate and fund signal projects in Portland, South Portland, Westbrook, Gorham, Scarborough, Saco, and Biddeford.

Rapid Transit Study Advisory Group
The Rapid Transit Study Project Advisory Group will provide subject matter and community expertise and serve as a sounding board for project staff and consultants in the development of a rapid transit locally preferred alternative (corridor and mode) connecting Gorham, Westbrook, and Portland.

Complete Streets Subcommittee
The Policy Board formed the Complete Streets Subcommittee to review the policies and procedures for applying the Regional Complete Streets policy to PACTS Municipal Partnership Initiative and Collector Paving Projects. Additionally, the subcommittee is charged with clarifying the makeup and role of the Complete Streets Advisory Team.
