Microenterprise Program

Who is this for? This program is targeted to assist small business owners maintain operations.

$5000 per business, no fees, forgivable, conditions apply 

Do you qualify?

  • 0 to 5 employees (including the owner/s)
  • Businesses must be located within Cumberland County (excluding Portland, Bridgton and Brunswick.) Additional funds are available for South Portland businesses.
  • Bussinesses must meet HUD’s income eligibility (earning 80% of the area median income based on their town of residence). Business owners will be required to submit income verification proof of residence plus status of ongoing business operations.

Businesses can utilize the funds to help keep businesses operating during these difficult economic times. Expenses would be limited to eligible activities, such as lease or mortgage payments, utility payments, monthly debt repayment, payroll, inventory expenses, or other eligible expenses. Other expenses may be considered but must be outlined in the project budget and approved in advance.

No application or processing fees. Conditions do apply. Funds are expected to be expended within six months. Documentation will continue for one year to ensure eligibility compliance.

The Greater Portland Council of Governments and Cumberland County Community Development Office are partnering to help low and moderate-income small business owners and their employees during the COVID-19 pandemic. 

GPCOG has received a Community Development Block Grant (CDBG) award from Cumberland County to administer two forgivable loan programs: the Job Program, which assists in job creation and retention, and the Microenterprise Program, which helps business owners.
